Terms and Conditions

The Library and its resources are available to everybody living within the Invercargill City, Southland District, Gore District, and Clutha District Council rating areas. To access materials and resources you are required to become a member by completing a membership application form.

1. As a member you are expected to abide by the policies, procedures and behaviour code of Invercargill City Libraries (refer to the Welcome to Invercargill City Libraries brochure). Failure to do so may result in the cancellation of your membership.

2. A library card should be treated with the same importance as a credit card. As an adult you are responsible for all materials and debt on your library card. A parent/legal guardian/guarantor is responsible for all materials and debt on a nominated child’s library card until the age of 18.

Contact the Library immediately if:

 - you have lost or have had your card stolen.

 - items borrowed on your card have been lost or stolen.

 - your membership details have changed, eg change of address, e-mail.

 - there is a problem concerning your membership.

3. You are required to produce your library card to borrow library materials.

4. Lending material: all items must be issued and remain the property of Invercargill City Libraries.

5. All fees, including fees incurred by items not returned, returned damaged, or after the due date will be charged against your card. Items not returned will be charged at purchase price, a processing fee, and administrative charges. 

6. Failure to clear an invoice within the specified time will cause the Library to refer the matter to Council’s solicitors, and ultimately to a debt collection agency. A legal, administration, and debt collection fee of $10 will be debited to the borrowers card. The Library reserves the right to temporarily suspend membership until debts are paid.

7. If a member pays a replacement cost of an item, the original item remains the property of Invercargill City Libraries.

8. The above Conditions of Membership replace any previous Conditions of Membership.

Statement for the purpose of Principle 3 of the Privacy Act

Purpose for which the information about you is being collected: To enable you to borrow stock from Invercargill City Libraries.

Intended recipients of personal information contained in the “Patron Registration Form”: Invercargill City Council, Libraries Division.

Name and address of the Agency collecting and holding your personal information: Invercargill City Libraries, 50 Dee Street, Private Bag, 90 111, Invercargill 9840.

The personal information about you is not required by law and the supply of information is not mandatory.  The consequence for you if you do not provide the information requested is that the Library will decline your application.

Right of access to and correction of personal information:

With regard to personal information held about you by the Council that can be readily retrieved, you can upon request:

 a. Obtain confirmation whether or not the Council holds personal information about you;

and if so:

 b. Obtain access to that information.

You are entitled to request that the Council correct any personal information it holds about you.

If the Council is not willing to correct your personal information in the way you request then you can require the Council to attach a statement you prepare that will always be read with your personal information.

The Council will inform you of what steps it has taken in response to any request you may make to correct your personal information.
